Letter: How is Cottonwood unfair to non-residents?

I doubt anyone is happy about Cottonwood's water/sewer rate increase; even the Council people live here and have to pay it. Most all of us live on fixed incomes, retired or not.

The "outsider" and "us-against-them" feelings expressed by several Verde Santa Fe and Verde Village residents really trouble me. I did water billings for the City of Flagstaff in the mid 1960s and, even then, Flagstaff had "outside the city" rates. As I recall, they were actually double the rates of residents. I do not recall anyone complaining. Most were just glad for the service.

City government exists to provide services to its residents. If you do not live within the city limits you are not a resident. It is not reasonable to expect the same services at the same price as residents.

Charging for water service is just that - charging for a service. It is not a tax. Therefore, it cannot be taxation without representation.

Belief that sales taxes non-residents pay to the city should give them a say in the city's government is another illogical argument. Does shopping in Flagstaff, Prescott/Prescott Valley or Phoenix entitle you to a say in their city governments?

Would you have had a vote had any of the privately owned water companies raised rates?

Do you get to vote on electric or gas company increases?

Cottonwood did not force any of the water companies to sell. Where would you be had Cottonwood not bought your water company? Why didn't the county step up and buy the water company that served you?

Those who reside outside any city limits have chosen to live "outside." That does not make them outsiders of a community.

So tell me again. How is Cottonwood unfair to non-residents?

But no thanks. What we've seen, here, is just how much respect the City of Cottonwood has for common citizens. It's a lousy idea to give a devious administration even more power over more minions.

How has cottonwood been unfair to outside residents? Number one- when they asked us to vote on changing our location from Cornville, a charming small town community, to Cottonwood, we were not informed, that the water works changes were already on the books, had we known we were facing such a HUGE increase in our water bills we would have voted in a much different way, especially since we no longer have police protection, just the sheriffs office, and a call to them is not answer as promptly as one would hope. Perhaps an opportunity to vote again would garner an entirely different results, so I'm accusing the Cottonwood board of duplicity in regard to that vote, and if Verde Santa Fe, did know, then someone needs to sue their developers.

Don't WE pay TAXES on the water?

That is taxation without representation.

Some CEL phone owners in the VILLAGE also pay taxes to Cottonwood.

More taxation WITHOUT representation.

We pay TAXES on food . . . that certainly does NOT happen anywhere else I EVER lived. It is a regressive tax that HURTS the poor and elderly on fixed incomes

We pay HIGHER fees for the Cottonwood REC center.

We pay MORE at the trash transfer station.

I am sure there are MORE.

Wasn't it YOUR husband Carol who led the LAST charge for ANNEXATION? You are married to DOUG, aren't you? Doug Hulse the wanna be city council member or possible Mayor?

We all have OUR agendas, now don't we?

Phone & Meet,

I'm sure the Doug Bartosh, City Manager of Cottonwood would sit down with any reasonable person to discuss any topic that those that live outside the boundary of Cottonwood would like to discuss.

It's kind of like dating, you meet, phone each other, have some courtship experience and then marriage if it's a good match.

Putting your best foot forward must work, correct?

I would meet with Mr. Bartosh any time and we don't even seem to like each other but we do generally agree on a clean community and Verde Valley.

All I know is that my water bill was a lot less expensive from the private company. Existing water companies did not want to provide water to some new large developments because of a lack of long term capacity and Cottonwood saw all those sales tax dollars going away and decided to go into the water business. The big time developers take their money and leave town and the rest of us are left to foot the bill, because council had no foresight, only greed. Just my opinion for what its worth.

There's many reasons why Carol, but let's start with the extra fees Cottonwood tacks onto every water bill, city resident or not.

Paying these fees in no way benefits non-residents. They may be illegal. They are certainly unfair.
