Clarkdale council to review plan for arsenic removal from Mescal Well
Will also look at town's water conservation code

The Clarkdale Town Council will meet in special session Tuesday at 6 p.m. The council will consider two ordinances, a building code, a water conservation code and a plan for arsenic removal from Mescal Well.

The first item on the agenda is to change locations for the summer council meetings. Because the Clark Memorial Clubhouse is not air-conditioned, the council will move the meeting location to Room M137 at Yavapai College from May 27 through August 12.

Arsenic removal from Mescal Well, adjacent to Highlands Subdivision, also is on the agenda. Verde Highlands LLC dedicated the well to the town. The infrastructure for operating the well is being designed by Willdan Engineering, and company is ready to include the arsenic removal system.

The water in the well contains 19 parts per billion of arsenic, above the allowable maximum of 10 parts per billion. The council will hear a presentation about one arsenic removal system.

A work session is scheduled on a water conservation code, which staff has been researching. Staff reports state that a water conservation ordinance will require a complete program.

That program will have to include a commitment to replace old and leaking infrastructure through a capital improvement program. It also will require a conservation ordinance that deals with local issues. Continuing education is another important part of a water conservation code, along with incentives and rewards to residents.

The council also will discuss adoption of the 2006 International Code Council (ICC) Building Codes.

An ordinance covering unlicensed vehicles is on the agenda as an amendment to the Health and Sanitation Code. A section on property maintenance would regulate the number and means of storing unlicensed vehicles.

The proposed ordinance would require that inoperative, unlicensed vehicles must not be parked or stored on any premises unless enclosed by a six-foot solid or masonry fence. The vehicles would not be allowed to be visible from adjoining or public property.

The restrictions would not apply to any lawful business within the commercial and industrial zoned districts.

The council also will consider and possibly take action to transfer funds within the current fiscal year budget in order to balance that budget.

The council meets in the Men's Lounge of the Clark Memorial Clubhouse at 19 N. Ninth St.
