Cottonwood 10th Street Construction Under Way

Planning has been going on for two years now and early Tuesday morning, the heavy equipment moved in to start rebuilding 10th Street in Cottonwood. Alliance Streetworks of Camp Verde submitted the low bid for construction. Mayor Diane Joens who kicked off the ground breaking with a few words said "it was exciting to be able to hire a local contractor" on a Cottonwood project. She said the city would like to be able to do that for all work, but purchasing laws require municipalities to employ the low bidder to protect taxpayers. Finding financing for the project was part of the lengthy lead time, according to Administrative Services Manager, Rudy Rodriguez. The Community Development Block Grant provides only $230,000 with Cottonwood picking up the difference between the grant and contract. The bid by Alliance Street Works of Camp Verde, came in at $327,637, a figure $251,000 below the highest of 11- bidders. Still, the city upgraded water lines with separate dollars and a couple issues planners hoped to include were put off to fit the budget. Those issues included a proposal to improve drainage on Railroad Wash the Cochise side street and a reclaimed water line. The 10th Street project, between Mingus and Main Streets, will be constructed with curb, gutter, sidewalk and bike lanes. The road will be closed to through traffic. Only local and emergency traffic will be permitted during the construction. The street will re-open to traffic in 90 days with another 30 days for finalization. -- Jon Hutchinson; Photos by Jon Pelletier/VVN
