Jerome became the first Verde Valley town to recognize civil unions after the council adopted an ordinance on July 30.

Jerome Mayor Nikki Check sponsored the ordinance, which had its first reading July 9, and said it's the type of change the town would support.

"We had no town opposition, no one even showed up to speak on behalf of it," she said.

For a fee of $73, couples that file for civil unions will be eligible to receive partner benefits like health insurance. Bisbee has a similar law, and Check said Sedona's council is looking at doing the same at its next meeting. 

"It's actually more of a statement than anything, but applies to anyone who works for the Town of Jerome," Check said. "It would mean quite a bit more if the collective Verde Valley put something through."

In June, the Supreme Court struck down the portion of the Defense of Marriage Act that prevented the federal government from recognizing same-sex marriages. Those couples receive the same rights as married men and women including, as of Thursday, federal tax recognition.

States retain the right to decide on marriage individually, which Arizona voters did in 2008 when they approved a ballot proposition that established marriage was between one man and one woman.

Arizona State University Law Professor Zachary Kramer's career started at the Williams Institute, a think tank studying sexual orientation, law and public policy. He said small towns like Jerome granting equal rights to same-sex couples is a small victory.

"Sometimes small victories are a good thing," Kramer said. "You start locally in the hope that it will catch on."

The fact that Bisbee and Jerome have recognized civil unions shows that there are people in the state who are acting locally, Kramer said.

"It's really rare for social change in civil rights to start at the federal level," he said. "Most change happens in communities."

The purpose of the ordinance is to support "the right of every person to enter into a lasting and meaningful personal relationship with the partner of his or her choice, regardless of the gender or sexual orientation of the parties to that relationship," as is now stated in chapter 17 of the town code.

Hey Fact Check, it sounds like to be you don't believe in minority rights. Remember what country you live in, civil rights are for both minorities and the majority. The majority does not get to strip the minority of their constitutional rights. You're another one that needs to go back to school.

Simply put... you are the one that revised the definition that was posted here... nobody else did that.

You lied... so what moral high ground exists for you to judge from?

Will you admit that you edited the info you posted, changing it to fit your own definition? then claimed it was in fact the 'correct' one? There by accusing the orig. poster of lying?

Or will you ignore your own sins and pretend it never happened? It is there in black and white... or 1's and 0's to be technical.

Remember- when you point 1 finger the other 3 point back at you... unless you point all 4 fingers...then that is alot like some strange german salute...but that's beside the point.

Admit your falsehood or accept that you lose the discussion based upon proven dishonesty.

All this huffing and puffing relates to an estimated 2% of all cohabiting couples in this country.

I'm for total separation of state and religious beliefs and customs. But I'm not sure who is trying to control whom in this debate.

Extraordinary claims require extraordinary evidence and the onus is upon YOU to explain why we should allow you to force society to accept your deviant behavior as normal. It's not a normal or healthy lifestyle that we should endorse. Your wrong, and what's more, you know your wrong.

Homosexuals can enter into civil contracts with each other, stipulating anything they wish.

The attempts by homosexuals to redefine marriage is nothing more than an effort to force society to accept behavior that we all know leads to nothing more than a life of misery, shame and guilt. Not to mention sky high rates of alcoholism and drug abuse.

As I said before, You don't have the right to redefine society. It's not your call!
