Cornville man arrested in child porn investigation

CORNVILLE - Sheriff's deputies and federal agents, working together over the course of several years, developed information that led to the arrest last Friday of a 48-year-old man on pornography charges, said a Sheriff's spokesman.

Homeland Security agents in Flagstaff and Los Angeles became aware of a website chat room in 2009 that they believed was being used to distribute child pornography, said YCSO spokesman Dwight D'Evelyn, and investigators in Los Angeles linked 56 images posted there to an account belonging to Troy Lee Curtis, living in the 2700 block of Horton Road in Cornville.

In August 2010, U.S. Marshals and Homeland Security agents, along with YCSO, served a search warrant at Curtis' home. They seized a computer and assorted data storage devices, D'Evelyn said, along with evidence that connected Curtis to use of the computer. Investigators found several hundred child porn images and at least 13 similar video files in the material they seized, D'Evelyn said, and officials at the National Center for Missing and Exploited Children found nearly 90 images and several video files showing known child victims.

This month, Homeland Security asked a YCSO detective to help with a new search warrant. Last Friday, Curtis was contacted at his home and admitted downloading and storing child porn, D'Evelyn said. Another computer and storage drives were seized and they're being examined as well.

Asked about the two-year gap between the initial search and the arrest, D'Evelyn said the federal agents "continued their investigation to build a case and confirm the images were illegal," because it was not obvious that some of the images portrayed minors, and they had to be examined by certified experts. He added that there was initially a plan to file charges in U.S. District Court, but that further review suggested that a state filing might be more effective. D'Evelyn also said that, although it may not happen in this case, arrests made too soon "can hamper the ability to cast a larger net."

Finally, he said, "some of the issues get down to a federal bureaucracy moving slowly."

Curtis was booked on 10 counts of sexual exploitation of a minor and is in custody on a $20,000 bond.

LOL i knew this guy, but thats really the only funny part about this....you think you know a person. When i knew him he showed no signs of any of this, i had no idea. But what people dont understand is that they waited so long to compile enough evidence to put him away for good.

It's about time the Verde Valley's police force went after a REAL criminal, a disgusting man, these are the people that should be found out and arrested. The uniformed officers should focus more of their "job" on cases such as these that are true harm to the public as well as all the meth crime going on... Leave the rest of the people alone!

Yes this is a horrible man, assuming the charges are true. So we probably all want this man behind bars for as long as possible and not get out on a technicality (like in Randy Young's case). If someone has pot on them you can say "I saw the pot on them" If someone is accused of distributing child porn and all you have is the IP address they can claim it was someone else. When you are going to make an arrest like this you want to make sure its going to stick and all your bases are covered.

I think the court should sentence him to unsurprovised probation and release him from jail, because they need the jail cells for hardened marijuana offenders.
This guy just likes babies and little kids, whats so wrong about that?

They knew in 2009 and the guy was just arrested???? Sounds Homeland Security is as about as efficient as FEMA! How many more victims has there been since 2009?

Had it been a pound of marijuana, he would have been convicted by now and served half his sentence! Maybe the USA should wage WAR on child molesters, not marijuana. This shows where our priorities are as a country.

I am horrified that this creep was allowed to continue to live in our community, work and exist in the same air space with our children for 2 years from the time evidence was seized to an actual arrest!!! That is horrible! What if he decided to escalate his fetish and go after live children in person??? The local sheriffs and law enforcement really put all our children at risk by taking so long to arrest this pervert after obtaining evidence that proved it. He was a danger to our society 2 years ago and should have been picked up then. I hope you get what's coming to you in prison you sick sick waste of space.
