C-OC picks same firm as MUHS for feasibility study

Cottonwood-Oak Creek and Mingus Union districts are on the same page now with their individual selections of a contractor to conduct a feasibility study of shared services, including superintendent.

The C-OC School Board voted Tuesday night to select Corporate Education Consulting, Inc. to conduct a human resource audit and feasibility study of three tiers of shared services between the two districts. The MUHS board voted to select the same contractor during its meeting earlier this month.

Yavapai County School Superintendent Tim Carter's office will pay for the study, but both districts had to agree on the same contractor. Carter had given both districts a short list of two contractors. In addition to CECI, Carter's list included Navajo County Education Service.

CECI is a partnership of Carolyn Warner and David Bolger. Warner is founder and president, and she served for 12 years as Arizona's elected State Superintendent of Public Instruction. Bolger is a partner and chief operations officer of CECI. He served as assistant to Warner while she was State Superintendent.

The scope of the study will include three levels of shared services. Shared central office staffing and shared superintendent/ director of curriculum are two levels of shard services being considered. The third level is to study the options for unification.
