Clarkdale Council gets update on wastewater plant
Could be online by April 2013

CLARKDALE - Utilities Director Wayne Debrosky gave the Town Council an update Tuesday afternoon on the status of the decommissioned Desert Oasis wastewater treatment plant in Surprise being refurbished and reconstructed in Clarkdale.

"We want to start construction in April," Debrosky said. He said he expects the plant to be ready for start-up by the following April 2013.

"The town has labored for many years trying to get a project like this done," Debrosky said.

The scope of the project includes relocating an existing wastewater treatment plant from Surprise and rebuilding it in Clarkdale.

Debrosky explained that the Desert Oasis WWTP was six years old, but it operated for less than six years. He answered questions from council members and explained that the plant has been completely factory refurbished and will be under warranty.

"They'll come back as a new unit," Debrosky said.

He said the contractor that took the plant apart in Surprise is the same contractor who will put it back together in Clarkdale.

"We'll get a much better product," he said.

Debrosky's report stated that the Town Council approved debt authorization of $5.5 million for the new WWTP July 26. The Clean Waters funding application was approved Sept. 18, and the loan closed on Nov. 18 with an interest rate of 2.912 percent. The first draw against the loan was for $286,827 on Jan. 5.

Debrosky reported that the project should come in under the authorized $5.5 million. He said the current engineering estimate of the cost is at $4.2 million.

"I think it will come in about $4.5 million," Debrosky said.
