Lawmakers seek revision of recall rules

PHOENIX -- A Senate panel added one more hurdle in the path of those seeking to oust a public official through a recall.

SB 1449 would scrap the current system where there is a single election to determine whether the official stays or goes after sufficient signatures have been gathered to force a recall.

Instead, the recalled official would first have to survive a primary battle with foes from within his or her own party. Then the survivor of that race -- whether the recalled official or a challenger -- would then face off in a general election against contenders from other parties.

Sen. Steve Smith, R-Maricopa, said that mirrors the current system for regular partisan elections.

But Smith acknowledged that the measure is a direct outgrowth of last year's successful recall of Senate President Russell Pearce.

He was defeated in the single winner-take-all election by fellow Republican Jerry Lewis. Smith said that allowed Democrats -- a minority in Pearce's Mesa legislative district -- to align with independents and Republicans unhappy with Pearce to force him out.

Smith said Lewis would never have survived a primary where only Republicans could vote.

The measure cleared the Judiciary Committee on Monday on a 3-2 vote. But Sen. Adam Driggs, R-Phoenix, said he's not convinced that the experience with Pearce -- Arizona's first and only recall election since statehood -- is a reason to alter the process.

"I struggle to change laws based on really one example,' he said. "We don't know all the different scenarios that could occur.'

The bill now goes to the full Senate.

There is only one concluding way to rid illegal aliens from the United States, which is throw out those radical Politicians, Governors, mayors, judges police chiefs and every elected official, city manager and councilman who are anti-sovereignty and pamper them with taxpayer dollars. Their oaths of allegiance are meaningless to them as they have shown by their pro-illegal immigration agenda's. Both political parties have been complicit in the flood of illegal migrants and immigrants that is estimated to be well over 20 million, not the numbers calculated by the US census bureau? Our only chance of stopping this scattering pestilence is to support the business mandatory E-Verify program and the Birthright citizenship Act that must be introduced in Congress right now.

Join the TEA PARTY, the People's Party of America and vote a senate and house into office, displacing all those politicians and elected officers who protect illegal migrants and immigrants. These old party agenda is profit, votes and exploitation, and are in collusion with churches, unions, foreign governments and radical organizations and special interest groups. Illegal immigration has been forced on taxpayers through ‘UNFUNDED MANDATES’. These acts include free health care, free schooling, and has attributed to the loss of safety-net for Americans coerced on citizens and lawful residents by liberal influenced courts.

Carl, didn't we also recall Ev Mecham? What a piece of work he was. Oh yeah, from the same neighborhood as Russel! Maybe we should check the drinking water down there.

ONE legislator recalled in 100 years and the powers that be want to change the rules. How DARE we toss someone out of office? They'll change the rules to make sure that doesn't happen again. Oh, and Pearce has already filed paperwork to get re-elected. If he does get re-elected we would have to wonder, what goes through the mind of the voters who voted him out, and then vote him back in again?
