Board of Supervisors approves special event fees

COTTONWOOD - The Yavapai County Board of Supervisors on Tuesday approved a fee schedule for special event permits issued by the Development Services department that adds charges for applicants who want to hold many kinds of events and increase the prices for existing ones.

In October 2010, the board put Development Services in charge of overseeing special event permits. The department acts as a sort of clearinghouse, ensuring that specific departments that need to know about permit requests get them for review.

Steve Mauk, director of Development Services, told the board that his staff has dealt with more than 90 applications, and "it has turned out to be very smooth, very customer service-friendly."

However, he added, with the hours spent working on the applications, he felt it was appropriate to charge fees to recoup the costs to staff. The list ranges from $25 for a bingo license to $500 for a large concert permit.

"How do you figure (the cost of staff time)?" asked Board Chairman Tom Thurman, District 2.

"It's about $20 (per hour) on average," Mauk said.

One member of the public, Dick Busby, spoke, and he was opposed to the "laundry list of charges."

He complained that the list was vague and said "more explanation needs to be done with these fees."

"Every application is different," Mauk said. "We had one that took almost a hundred hours (to process) and we had one that took four hours."

"These prices are most likely to be on the low side, to be frank with you," he added.

Thurman asked about annual events, and Mauk said those permits, as well as the existing permits "we've got a record on" would be billed as renewals for $25.

The board voted 3-0 to adopt the fee schedule.
